can this be mounted on the edge of desk (to be level with desk) with screws through the cable holes instead of mounted underneath desk?

It shouldn’t be a problem. The only issue with mounting with the screws is to make sure they don’t split the wood.

Is it suitable for thicker hdmi cables?

yes, i thought this is quit suit for my computer desk,there are many kinds of cable wires,it didn't Stuck because the hole is big enough to take my messy computer wires.

How do you cut to make the size you need?

I used a regular pair of scissors. I bent the track to crease it then cut.
