They are clear plastic stickers. I don't see any reason why you couldn't paint them, but I've never tried to. However, we make them in 6 different colors. You can see them on Amazon here: https://www.amazon.com/dp/B07Z877VN7

Q: Can these be used on brushed concrete like for a sidewalk?

I do not think they would work on brushed concrete. And, I don't know of any stickers that would. The only thing I can think of that would work is to paint the shape onto the concrete using a stencil.
