Does scratch toilet surface

I used this without scratching on bathroom tile. I suspect it would be ok to use on a porcelain toilet surface. Start with the finer brush with light pressure on a inconspicuous surface as a test. Be careful with toilet seats as they are made of plastic or painted wood and would probably scratch that surface.

I want to scuff up some paint on metal (aluminum) so new paint will adhere, will these work or are they too abrasive?

Yes, they will work. The green pads are very abrasive:)
