Dear customer, it is made of 90% polyester and 10% spandex.

are these less itchy than the original bose pads?

I wear my Bose more than 8 hours a day so comfort is important. I did not find the OEM padding to be “itchy”, I find the “imitation leather” would get all sweaty…the upgraded pads are soft like spandex? Soft padding as well.

What are the dimensions? My Panasonics are 70×90mm (2¾"×3½"), will these fit?

It's not the dimensions, it's the way they attach. My Panasonics are way different than my Bose. But we may not have the same model Panasonics.
