Q: what are the min and max diameter wire it cuts?

this is a precision instrument not for general use. I use it for copper wires, but not thicker than 1mm (17-18AWG)

Q: can these be used to cut came lead?

I wouldn't use these for that. You could probably use these if you tried hard enough, but you probably want a pair of snips that are larger than these. These snips are more for cutting small wires.

Q: Will these cut steel jewelry wire?

These are not mini bolt cutters. They are wire cutters.
