Seat (where you sit) height 12-inches. Back Rest height 26-inches.

Do toys with suction cups attach to the top?

Yes. I have plates with suction cups that adhere. I love this table and chairs. Everything wipes off of it too! Crayons, paint etc.

Is their rubber on the bottom of the chair and table legs to help protect wood floors and prevent slipping?

No rubber grips, all plastic everywhere. The table/chair feet are very flat and won't scratch wood floors, but will slide around. Pros and cons if you do put rubber cushions on bottom to keep from sliding, it might be tough (or a good thing) for toddlers to move them around if needed...
