It is not waterproof in the way plastic or oil inpregnated. It is natural leather which will shed water but will absorb a portion too. The case will keep water off your stuff in the rain but not a flood.

These bags are made from natural leather and are all sun-tanned and not coloured so the bags you would get darker within weeks of use and develop a dark rich patina and get softer and darker. Every leather hide is different so every bag has a unique color and texture. You can also apply a leather conditioner to darken the leather very occasionally, once in 5-6 months depending on the color texture you like. However, I suggest you apply the conditioner on the less prominent part first such as the bottom of the bag or the inside of the strap, and if you are happy with the changes in texture and color, you can apply it to the rest of the bag

No, the bag has an adjustable shoulder strap and a handle for hand carrying. The shoulder strap is adjustable. I don't think that adding additional holes for shortening the shoulder strap would make the strap sufficiently short enough to slide over the handle of a suitcase or carry-on bag.

Q: Will this bag accept a hp 17.3 envy computer, with appropriate protection sleeve?

I just measured mine, and the main compartment is about 11 inches by 17 inches, conservatively measured. There is a bit of stretch to it, so you could probably squeeze just your laptop in there, but I am fairly sure it would not fit with any kind of sleeve or bag on it (unless it's really snug and thin.) The bag is plenty deep, 3 inches or so.
