What is the difference and why do they have numbers on the top and base coat?

In this set, the one with the blue label is the the base gel, and the red label is the top gel (this is also written in words on the labels). DND manufactures a couple different base coats and a couple different top coats in varying formulas, the numbering helps differentiate which one you're getting. They number all of their products (even the colored polishes) so you can refer to them by name or number.
