No, only the charger plugs into the wall. The USB plugs into the drill.

Yes. I bought this drill specifically to make wire for my vape.

Q: Will this drill through cedar wood? I'm making a raised garden bed and don't need anything too fancy.

It sounds like you need something with a lot more power than this drill. This one is best used as a power screwdriver. As a drill, it's only meant for very light duty like making holes in drywall, 1/2" thick pine wood, or in general small diameter holes less than 1/4".
