will this fit a skil 830 router with a RAS140 template guide adaptor?

It is made to fit most 1/4" router bases with a 1.179" opening. You'll need to contact PowerTec directly for your RAS140 template question.

Do you sell an adapter so this will fit a bosh router?

This set is made to the Portercable specification which is nearly universal. Bosch makes an adapter that allows the use of Portercable bushings: RA1128. Depending on which router you have, you might also need a different base that accepts the adapter such as PR009 for the colt.

Where can I get a replacement o ring for the bushing, the rubber is falling apart?

I would try the local hardware store or an auto parts store.
