How is the earth leakage measured using this device What is the purpose of the mA Dial?

The Metravi AC-6 doe not measure but indicates status of Earth. Using the mA dial, earth leakage is not measured but injected in to the earth to check whether the ELCB connect trips at its rated leakage current rating.
