Can this be used fir a base coat for an automotive lacquer paint?

It can on a prepped painted surface. But if your dealing with bare metal I would suggest a self etching primer for better results

Your bigger issue will be any over spray on any painted area(s). The primer will "bite" the bear metal. but will likely peel off any painted surface causing blisters. You may want to consider stripping the original finish off first.
