Does anyone know if this mount will fit a harley davidson sporster 2019 handlebars?

I have a softail streetbob, it fits the handle bars on it. I am sure the sportster bars are the same diameter. It is excellent.

Has anyone tried mounting this to mtb handle bars 31.8 mm?

Yes they fitted my triumph thunderbird lt handlebars and tiger 800 and 900 and honda cbf 1000 you have rubber washers of varying thickness to fit most bars and its a fantastic product which works really well.
