Q: How hot can this plate be heated without melting it?

Right around the melting point of steel. 2500*F

Q: Is it machined flat and square? I'm building a belt grinder and need flat, square plate to form the base

It's just raw, saw cut plate stock, not machined. Not gonna be perfectly flat nor square. I'd think you'd want thicker matl for a stand/base anyway.

Q: Does this product weld up good. I want to weld it on a trailer for base for boat wench (light jon boat)?

I can answer that the steel is good cold rolled. Can't answer whether it will weld to the trailer, not knowing the material or the welder. I used it to repair a plow frame with no issues.
