Can this cleaner be used with gas permable lenses, as my son has to wear them 24/7

Yes, it can. It is the best cleaner for removing any grease and other residues. Be careful NEVER to use it as a wetting solution for putting the lenses into your eye, it's very painful. There are other cleaners, less effective, but also very good which can be used for cleaning as well as wetting, for example Quattro or Menicare Plus.

can these be used on cosmetic lenses?

The front of my Ote Clean cleaner 40ml box says “For all contact lenses” however the buyer beware (caveat emptor) maxim suggests, in doubt consult an optician.
