I bought this cat6 cable recently. in my understanding cat6 cable should be 23awg. but this ia a 24awg cable. is it really a cat6?

Whatever the AWG - these goods are fake. The "cat" standards mandate the use of pure copper conductors and CCA (copper clad aluminium) simply is not allowed - unless the IEC have changed the standards recently. There's a lot of this snake oil being punted onto unsuspecting DIYers, but if it's CCA, by definition, it cannot call itself "cat6" cable. Even if you don't care dear reader, CCA is rubbish for data networking. Avoid it. Buy real "cat" cables from reputable suppliers instead. It'll cost you more, but potentially save you endless heartache. Don't believe me? I'm using this cable 15mt on a 350mbps connection and i'm getting just 80mbps. what can be the problems? thank you

This cable doesn't meet the Cat.6 standard as it is made from copper coated aluminium wire and is only 24AWG. Replacing it with pure copper genuine Cat.6 cable would be a good first step in getting the speed you want.

Has anyone used this to wire a cctv system to an nvr?

If you're using a PoE camera, I wouldn't recommend it. CCA cable tends to be more fragile and can easily develop high resistance due to oxidation over time, or fatigue due to movement which can cause the cable to heat.

Does this cable comply with en 50575 fire safety regulation in the uk? can it be used with poe devices?

Yes, It complies with 50575 and can be used with Poe devices but the outer protective cable is thin. Pay more for a stronger cable.
