Q: is this also a vapor barrier

I don't believe so but not 100% positive. When I put down my laminate flooring, I also rolled out some plastic sheeting to be safe before using this product.

Q: I need 11 rolls do I have to pay $9.49 shipping on each roll.

Please try to put the product in your cart and see if the system charges per roll then I can figure out to somehow lower the price for freight in order to help you out. I will have to call amazon seller service to process this.Keep me posted

Q: Can it be use for vinyl plank flooring?

I did because I had several boxes from another job. Since you're putting down a waterproof product, ideally you would use a waterproof underlayment like "scuba" or another all foam or rubber type product. I also have learned to use plastic baseboard. With the above described products, you should be good for any water intrusion.
