Unviable and improper shipping.
20 years in beer and wine making at home, so I have some experience with yeast cultures. Yeast arrived and was very close to expiration date. It arrived in a paper mailer with a cooler block that had thawed to ambient temperature- in the mail! When it was delivered, I promptly refrigerated and pitched in a starter the next day, according to recommendation on the pack. 24 hours later no activity. I pitched a Cote Du Blanc dry yeast and that took. At this time, I cannot recommend. This was $17 bucks!!
