When I fitted them to my cooker hood they seem to be on permanently?

Sounds like capacitive coupling. Since LEDs need very little power to run any leakage current or capacitive charge may be enough to power them. Check if you have excess power cabling or any sort of switch that does not fully break contact (dimmer, control panel, sensor, etc).

How long would you expect these to last? Took delivery of two on 31/12/2021 and now (15/04/2022) one of them has stopped working. Is that about right?

They offer a 3m refund and 12m warranty. They are led so would expect them to last longer. Had mine in around 3-4m and still going ok. Usage time and conditions I am sure will make a difference. Get hold of seller.
