Why does this filter not have charcoal?

I agree with first person's answer. In my 20 years of experience, charcoal is not needed in the hobby outside of removing medications from the water if no longer needed. Other than that, charcoal only helps to mask the problems you are developing in your tank that more regular water changes or more biological filtration can help resolve. Personally, I feel charcoal is a waste of money and I say use that space to add more biological filtration (or mechanical if you don't already have a spot for that) and do more regular water changes.

Can this be placed on the bottom of the tank with the output water stream facing up? Suction cups facing down.

This pump pushes a lot of water. If you have a big deep tank, it would probably be fine otherwise you could be cleaning water off the floor. Good luck!

What is it dimension? Can I put it horizontally

Yes it can be put horizontally. I have it in my turtle tank 75 gal. It’s very powerful flow. The dimensions are 7x2.
