Will the ink ever dry?

NO! I was very disappointed in this paper. My project was virtually ruined.

Does this paper 'work' with dye ink only, vs. pigmented? i have an hp officejet pro 8025.

For me it didn’t work well for pigment ink. I could have my settings wrong but it prints better on my dye ink printer than pigment one

Will this work with eco-solvent ink?

I'm not sure. It works ok with my regular hp ink. The only thing about this paper is that is thinner than your regular photo paper. It dries quick.
