It's a shutter peg
The original shutter pegs had broken off. Once I removed the old one the new ones were pretty easy to install. They matched the existing pegs well and seem well made, as cheap plastic fasteners go. They did take almost a month to arrive.

Nothing fancy, they are a little flimsy, but worked perfectly for my shutter application..

Not high quality, bend easily
These are not very rigid, having some flexibility is good for small adjustments in lining them up with the holes in the brick mortar/siding, but these bend very easily and are fairly useless after they do bend. This is the 2nd pack I had to buy because a few of the first pack had to be discarded because they bent and now don't have enough rigidity to go into the hole in the brick mortar. The first 2 of this pack bent so I had to make the hole even larger, even though these were replacements in the same hole the previous ones came out of, and were the same size fastener.I looked for additional ones at Lowe's, which are about $1+ less, but they look exactly the same and likely the same quality (flexibility felt about the same) and both times I was there and looked, they were out of black. If I find some that are better quality, I'll surely buy them and happily pay more.

Does exactly what it’s designed to do.

Drill a hole slightly smaller then them to make them fit securely.
Worked out better then I thought it would, it holds the shutter very secure & easy to install. You will need to tap them very lightly. I'm very happy with them.

Work well and company service is good
Originally only 4 screws, not 8, were shipped but then they sent me a replacement set immediately. Installed and working fine.

OK if the hole is straight
They are OK to install if the holes of the shutter and wall line up. Otherwise, it is too soft and breaks easily. I had to buy some metal ones to supplement.
