Would this cover keep out mice or other pests?

I don't think it would keep out mice, especially once they get to chewing. The one I received tore down the side seam as we were putting it on the mattress, so I can't say that it's made from super sturdy material. It may keep them at bay for a little bit but it won't hold up to them chewing through it.

Will it fit if you have a topper on your mattress or do i need to go up a size

It will fit. I got a full size and I think it could fit a queen
