What's the difference between this product and sem self-etching primer?

The high build primer is used under the top coat, to fill any scratches or minor imperfections while finish sanding, and self-etching is used only on bare metal, under any body filler, or other primer.

Does this stick to silicone?

NOTHING sticks to silicone...or...nylon.

How well will this adhere to existing finishes? I have some bare metal and some areas of existing paint and other primer.

As long as you sand the paint and medal with at least 220 grit sand paper fine. I have been using it on fiberglass/paint. It will show you the high spots and lows. You could also use a contrast material to make sanding easier to get your smooth finished product. Hope this helps.

How long does it have to dry before recoating?

It is mainly depending on environmental temperture. Watch the first coat, when it flashes, it is ready for the next coat. A little extra wait wont hurt.
