What is the age requirement for this?

My son was 2 1/2 when I got it for himHe loved it

in the stock photos it shows a backhoe in the back. but in the customer photo I don't see one. Is it missing the back part?

The backhoe is in the back it mounts to the tracktor in the rear pin hitch the instructions suck
