Yes, the SIP-T54W have built-in wifi capability.

Q: What does "power adapter not included" mean? is it the power cord? does the phone not have power?

Yes, this is the power cord. This phone, along with almost all IP phones, will not include the power cord. This is optional as these phones can be powered by the Ethernet cable if they are ran to a PoE switch. Aka, PoE (Power over Ethernet). Q: I bought a few of these. when i tried to set the timezone to pacific, i could not: only offered asia and australia. was this model meant for usa?

You need to set the GMT first to your correct time zone. US Pacific Time, For example, is currently GMT -7 hours. Once you change that, then you will get a new list of areas that exist within that time zone.
