Yes it can be used for either leg. Straps and buckles will slide in pouches slot so they can face either way.

Q: What is the capacity of the main pocket? I was looking for something that would hold a 7" tablet in a case.

It will be small to fit a 7" tablet, you can check from our store for a large capacity bag, thanks.

the material behind it. For the main large pouch itself knock off about an inch for hte height and half and inch for the width and probably an inch for depth.
