Not 100% but I believe this cable is pwm to pwm as your video card has within it the ability to regulate fan speed based on temps etc so the output to the fan shroud built into your gpu would already be pwm. Again sorry if I'm not 100% accurate but I believe this to be true.

Does anyone know if this connector/pinout would work to put standard fans in a dell poweredge r230 - the connectors look very similar?

Most vendors use multiple fan connectors to individually monitor the RPM of each cooling fan. Yes you'll be able to use this cable with your graphics card assuming that they were originally used for fans.
