There are 24 bracelets, plugs, and a small funnel. Sand will have to be purchased separately, but a couple of pounds should be plenty. I bought a variety pack at a low cost.Like someone suggested, I used the scraps from the foam plugs to have enough to plug both ends of the bracelets. I ordered one pound of sand of each color, and we barely made a dent for 80 bracelets. I will definitely be ordering these again for any kids party or events we have.
