Can I use this one for cloth face masks?

You can use for making face mask but is poly cotton fiber content. Most masks fabric is 100% cotton.

Would this work well for quilt binding?

No! This is a poly blend that is very little cotton. Your binding needs to be the same type fabric as the top and back so they launder and age the same

I ordered this on may 1st and it hasnt arrived yet. i have tried to cancel it. can i have a refund? if not, i will be forced to take legal action.
