How does the sheath hold the knife? Will it stay put until you pull, or is it loose?

Oerla uses cheap Kydex, they hold fine until you use them in a hot environment. Mine started losing the knife when I was in Colorado in 100 ish weather. Also if you leave it in a hot car the Kydex completely deforms and the sheath becommes unusable. I contacted customer service and they said they deform at 135° F. In 90+ weather a car can achieve that while you're grocery shopping.

You need to google that information about your particular state law. I live in Kentucky where it is legal. The laws usually depend on blade size.

The edge of the knife I received is over 4” long, which is illegal to carry in my state. Is this slight difference in blade length common?

Google your state blade restrictions and no in Arizona if 21 you can carry any length any closure type. There are no blade restrictions of any type in Arizona if 21 and no felony. I carried a tactical tomahawk on my backpack from Peoria to Chandler
