Q: I have Briggs and Stratton 3.5hp on a rototiller the recoil rope doesn't "catch" is this what I need?

yes it should I installed one of these on a 5 horsepower Briggs and Stratton it works great

Riding mowers usually have a starter, so I'm not sure

Yes is complete, threads on may use flywheel holder and tool to tighten
