Is this safe to use around pets and pet areas?

YES, have two cats and all is fine. Dries fast, does not leave wet

Does this help with urine smell?

I haven't tried it specifically for that, but I am pleased with how the spray smells and seems to get rid of odors, and I assume that it is antibacterial since that's what it claims. Resolve has a carpet spray for urine that I have used on my microfiber furniture and that works very well.

Can this be used on things other than fabrics and soft surfaces?

We use it on everything and haven’t had an issue. We also use it to get rid of pet stains. Just the other day it cleaned up a pile of green dog vomit better than any carpet cleaner out there.
